Odisha is emerging as a key hub for semiconductor manufacturing in India, with major projects moving towards commercial production. According to Vishal Dev, Principal Secretary for IT, the state is preparing for its first full-scale production of electronic chips by March 2026.
RIR Power Electronics to Lead Chip Production
RIR Power Electronics Ltd. is expected to begin commercial chip production by March 2024, marking a significant step for the state’s electronics sector. Other projects, including SiCSem and 3D Glass Solutions, are projected to start operations within two years, further boosting Odisha’s presence in the semiconductor value chain.
Major Investments Announced at SEMICON India 2025
On the opening day of SEMICON India 2025, Odisha signed two MoUs worth ₹2,655 crore, showcasing the state’s growing importance in the semiconductor sector:
-
TopTrack Hi-Tech PCB: ₹1,005 crore investment for an advanced printed circuit board (PCB) facility.
-
Sancode Technologies Limited: ₹1,650 crore investment with global support for semiconductor innovation.
These investments reinforce Odisha’s ambition to be a semiconductor powerhouse in India.
Why Odisha is Emerging as a Semiconductor Hub
Several factors give Odisha a strategic advantage in chip manufacturing:
-
30% capital investment subsidy with no upper limit under its semiconductor policy.
-
Power surplus and some of the cheapest electricity in India.
-
Adequate water resources for large-scale manufacturing.
-
Strong focus on skilling and workforce development.
-
Support from leading institutions like NIT Rourkela and PMEC Berhampur.
Global Partnerships and Future Plans
The Odisha government is also holding high-level talks with global semiconductor companies, including discussions on upcoming projects like SiC wafer fabrication facilities. These efforts aim to attract foreign investments and technology transfers, positioning the state in the global semiconductor market.
Policies Driving Odisha’s Semiconductor Revolution
The state’s Electronics Component Manufacturing (ECM) Policy 2025 and Odisha Semiconductor Manufacturing & Fabless Policy 2025 are designed to:
-
Offer lucrative incentives and subsidies
-
Provide single-window clearances for faster approvals
-
Encourage innovation and R&D in the semiconductor space
These initiatives highlight Odisha’s commitment to becoming a national and global leader in the electronics and semiconductor industry.
A Boon for India’s Electronics Sector
With commercial production starting by 2026, Odisha’s semiconductor push will not only strengthen India’s electronics manufacturing ecosystem but also help the country reduce dependency on imports. The combination of investment, infrastructure, and policy support makes Odisha one of the most promising semiconductor hubs in Asia.
